Safety Officer Course Fees in India (2026): What the Fee Should Cover

Search "safety officer course fees" and you get two kinds of answers: discount banners, and lists of numbers with no source. Here is something more useful. The one fee in this field that is published officially is the Government of India's own Advanced Diploma in Industrial Safety: Rs. 25,000 course fee at the Central Labour Institute, Mumbai, for 2026-27. Below is what that number really includes, why most students cannot take that seat, and the 7 questions that tell you whether any other fee is fair.

The quick version

  • Government ADIS (CLI Mumbai, 2026-27): Rs. 25,000 course fee + Rs. 2,500 refundable deposit + exam, books, travel and hostel on top.
  • It is not open to everyone: you need an engineering degree or diploma, or a B.Sc. with Chemistry or Physics, and the institute prefers 2 to 5 years of supervisory experience.
  • Private institutes have no standard fee. Compare what is included, not just the total.
  • A low number can hide a short workshop. A 3-day course is not a 1-year diploma.

What does the government safety officer course cost?

The Directorate General Occupational Safety and Health (DGOSH, earlier DGFASLI), under the Ministry of Labour & Employment, runs a one-year, full-time Advanced Diploma in Industrial Safety (ADIS) at its labour institutes. These are the fees printed in the official prospectuses:

ADIS, Central Labour Institute, Mumbai (2026-27)1 year, full timeRs. 25,000 course fee + Rs. 2,500 refundable caution depositEngineering degree/diploma or B.Sc. (Chemistry/Physics). 60 seats.

What the Rs. 25,000 does not include

The prospectus is clear that the course fee is only one line. You also pay:

  • Examination and registration fees set by the state board that awards the diploma (MSBTE in Mumbai).
  • Books, course material, project and training reports.
  • Travel for factory visits, and seminar fees.
  • Hostel, if you get a room: Rs. 50 per day for non-sponsored students and Rs. 100 per day for company-sponsored students, paid in advance. There is no food or boarding. Rs. 50 a day for 365 days is Rs. 18,250.

The course fee is not refunded once paid. That is a good rule to remember for every institute, not only this one.

Why most students cannot take the Rs. 25,000 seat

The government course is good value, but it was built for people who are already working in industry. Read the 2026-27 rules before you plan on it:

  1. Qualification: a degree or diploma in engineering or technology, or a B.Sc. with Chemistry or Physics as a major subject. A 12th-pass or arts/commerce graduate does not qualify.
  2. Experience: the institute prefers supervisory experience in a factory, construction site, port or safety department: 2 years with an engineering degree, 5 years with a diploma or B.Sc. Training, probation and apprenticeship periods do not count, and neither does work abroad.
  3. Seats: 60 at CLI Mumbai and 61 at RLI Kolkata, with state-wise jurisdiction rules.
  4. A short window: for 2026-27, applications opened on 27 July 2026 and closed on 5 August 2026, by email only. Classes began on 14 August 2026.
  5. Full time: about 30 hours a week at the institute for a year. Hard to combine with a job unless your company sponsors you.

If you match these rules, apply. If you do not, you are looking at a private or university route, and that is where fees start to vary.

What a fair safety course fee should include

Two institutes can quote the same total and give you very different courses. Ask for the fee broken into lines, and check each one:

  • Course fee: for the full duration, not "first semester only".
  • Exam and registration fee: who receives it, the institute or the board or university that signs your certificate?
  • Practical training: real fire drills, equipment and site visits, and how many hours of them.
  • Study material and uniform: included, or bought separately?
  • Re-exam fee: what it costs if you fail one paper.
  • Hostel and food: if you are moving cities, this can cost as much as the course.
  • Refund rule: in writing, before you pay.

When a low fee is a warning sign

Very low prices are not always a scam, but they are often a different product. Watch for three things:

  • A short course sold as a diploma. The Rs. 5,000 government workshop above is a genuine course, but it is 3 days long and meant for people who already hold the job. A "safety officer certificate" in a few days or weeks will not replace a 1-year diploma when an employer checks.
  • A certificate signed only by the institute. Ask which university, state board or national body issues it. Our guide on how to check if a fire and safety institute is legitimate walks you through it.
  • Promises about the job title. Even the government's own ADIS prospectus says it does not guarantee recognition as a safety officer. That depends on the OSH Code 2020, the rules made under it, and the decision of the authority in your state. See safety officer qualification under Section 40B and the OSH Code.

7 questions to ask before you pay any safety course fee

  1. What is the total fee for the full course, and can I have the breakup in writing?
  2. Who signs the final certificate: a university, a state board, or the institute only?
  3. Which exam or registration fees are extra, and who are they paid to?
  4. How many hours of practical training are on a real yard or site?
  5. Do I pay in one go, or in instalments, and what happens if I stop midway?
  6. Does this qualification fit the job I want? Check 3 real job adverts for that role first.
  7. Can I speak to a past student from my own centre?

Is the fee worth it? Check the salary side first

A fee only makes sense against what the job pays. Before you compare institutes, read our safety officer salary guide for India, and use this simple way to weigh fees against salary with your own numbers.

What about NIFS fees?

NIFS fees depend on the course, the centre and the mode (classroom or online), so we do not print one number for everyone. Ask us for the exact fee for your course and centre, and ask for the breakup in writing. The 7 questions above apply to us too.

The National Institute of Fire and Safety was established in 2004, is an NSDC approved training partner and is ISO 9001:2015 certified. Unlike the government ADIS, most NIFS courses do not ask for an engineering degree or work experience:

NIFS courseDurationEligibility
Diploma in Fire & Safety (DFS)1 year10+2 / ITI / any stream
Diploma in Health, Safety & Environment (DHSE)1 year10+2 / ITI / any stream
Advanced Diploma in Industrial Safety (ADIS)12 months10+2 / diploma (any stream)
Advanced Diploma in Fire & Safety (ADFS)12 months10+2 / diploma (any stream)
PG Diploma in Health, Safety & Environment (PG DHSE)1 yearAny graduate
B.Sc. in Fire & Industrial Safety3 years10+2 / 3-year diploma (any stream)

Same course name does not mean same rules. The government ADIS and the NIFS ADIS have different eligibility, so always ask which board or university signs the certificate.

Frequently Asked Questions

What is the fee for the government safety officer course in India?

The Government of India Advanced Diploma in Industrial Safety (ADIS) at the Central Labour Institute, Mumbai has a course fee of Rs. 25,000 for 2026-27, plus a Rs. 2,500 refundable caution deposit. Exam and registration fees, books, factory-visit travel and hostel are extra.

Can a 12th-pass student join the government ADIS course?

No. The 2026-27 CLI Mumbai prospectus asks for a degree or diploma in engineering or technology, or a B.Sc. with Chemistry or Physics, and prefers 2 to 5 years of supervisory industry experience. 12th-pass students usually start with a 1-year diploma at a private institute or a B.Sc. in Fire and Industrial Safety.

Is a cheap safety officer course worth it?

Check what the low fee buys. A course of a few days is a short workshop, not a 1-year diploma. Ask who signs the certificate, how many hours of practical training are included, and which fees are extra.

What are NIFS course fees?

NIFS fees depend on the course, centre and mode, so NIFS shares the exact fee for your course and centre on request. Ask for the fee breakup in writing on WhatsApp at +91 83743 40999 or at your nearest NIFS centre.
